British Pound symbol in Text Variable

It's because InDesign is not finding the body page content that it needs to put into the header. The running header you're trying to use collects information from the body pages, using the specified style name and puts it into the header or the footer.

Your first variable is looking for the style name chapter name text var and that doesn't appear on the body pages. 

If I assign the style name chapter name text var to text on the body page, it works as expected.

Your running header variables should be referencing body page content. If you don't have it/don't want it, use a custom text variable instead.
