Set the bulett para style no-space after, but space before, ignore to 0
Normal paragraph style set with space before.
for the non-bullet paragraph no space before and after, no bullet. You need a dedidcated specific paragraph style for that paragraph.
I have seen this question twice on FB. You should work with more paragraph styles than you do now. Use correct next paragraph settings to avoid useless workarounds.
