Can't replace a layer

Hi guys, I'm currently trying to swap an item/object from one layer to another, but the item wont swap from place. 

I can click it but not able to swap it.

Can't move it to another layer and can't move it in the same layer...

My teacher told me to recet the preference setting, but also this won't work.

Any idea's on how to resolve this problem?

Seeing your screenshot, it seems that neither the layer nor the object is locked. 

Try to export the file as idml

 

My teacher told me to recet the preference setting, but also this won't work

How did you do? The correct way to do this is to quit InDesign and to relaunch it while holding down the Shift, Ctrl and Alt keys [Windows], Shift, Ctrl, Alt and Cmd keys [Mac] until you see a warning message asking for confirmation.

Can you show top of the list of objects on the Layer Panel - right part of the screenshot??

 

I suspect the graphic you want to move is not on the page / layer directly - but is Anchored / InLine in the Text or part of the Group ?

 

Can you also zoom out so we can see where is it on the page.

I don't understand, what you want to do? Do you want to move layers or do you want to move items from one layer to another? Or do you want to sort items in a new way? 
If you want to move objects, are they part of a group or a combined path?

Hi @Nette34553304xwqy , In case it’s not clear, the selected item in you screen capture is not a Layer, it is a Page Item contained by a Layer.

 

These are Page Items, and their Z-order can be changed by clicking and holding on the selection marker and dragging

When I click and hold on the CyanRectangle selection indicator the hand pointer icom becomes a fist and I can drag the selection up the z-order

This example has 2 layers, Layer 1 & Layer 2,  I could also drag the CyanRectangle Page Item into Layer 1:

Which puts it below all of the page items contained by Layer 2:
