Can't scale objects/type using Command+Shift Key

I suddenly can't scale objects or type using the command+shift keys. Also, holding the shift key to lock position horizontally or vertically when dragging is no longer working. This all started when doing a recent upgrade to 2018 version. I have deleted the preferences files, etc. and it still doesn't work. Help!

Each time we see this come up it has been related to another application interfering with the Adobe application. Frequently it's a browser, a browser extension, anti-virus or anti-malware, and sometimes a tablet driver. Start by shutting down your computer and restart it. Only open InDesign. Is it working correctly? If not, take a look at the applications that auto-load and start eliminating them.

We've observed that once someone is aware of the issue, they can pretty quickly pinpoint the offend
