Cannot bring items to the front

I am creating a layout in Indesign and I have some circles I am trying to place over the top of a place EPS illustration. Not matter what I do, I cannot "Bring to Front" I can see the circles partially behind my EPS illustration and it even shows a screen of it on the illustration.

What is odd is that if I select the item in the back and choose Object > Arrange > and try to choose Bring to Front - it is grayed out. Conversely, If I select the EPS illustration which is currently on front and choose Object > Arrange > and try to choose Send to Back - it is grayed out as well.

 

The obvious things.

Layers: Nope, I had a differnet layer for the illustartion and the circles, I merged them and I only have one layer.

Opacity: Nope, no opacity setting for anything on the page.

 

Ive been using Indesign since it first came out and replaced Aldus Pagemaker and I have never had an issue like this before.

 

Screen shot shows the turquoise circle "Behind" the EPS illustration that I am trying to bring to the front.

SOFT LIGHT??!!
My goodness nevermind. For some reason the grouped circle (its a circle with a number over the top) had "soft light" applied to it. Ive never used soft-light in Indesign in my life, so no idea how that happened. At any rate. That was the issue. 
See screen shot of how deep down the issue was, Why on earth would Soft-Light be applied? At any rate - if anyone has this issue (maybe from going from an old version to the latest Indesign?) try this.
