States are not interactive .pdf features. they are publish online features. so i don't think you are correct in that this is possible with states exporting interactive .pdf.

and which is the sample? where is the .pdf where you saw that working? you only show screenshots and the first one does not match what you are taking about?

Multi state objects are not supported in PDF. This type of interactivity is nearly impossible to implement in a PDF. Use Publish Online or Fixed layout EPUB instead.

You could try it with show/hide buttons but I warn you that it won't work in many third party reader. Only Acrobat or Reader on a desktop computer.
