"… if it goes away on your platform. "
"Flashing of elements" never appeared on Adobe Reader or Acrobat Pro on my Windows 10 machine.
So, you should write a bug report on InDesign UserVoice.
https://indesign.uservoice.com/forums/601180-adobe-indesign-bugs
Or at the corresponding site for Acrobat:
https://acrobat.uservoice.com/forums/590923-acrobat-for-windows-and-mac
Make sure you provide a movie of the effect you see.
Also a link to this discussion with the test files.
Thanks,

Hi,
opened your test PDF with Adobe Reader on Windows 10. And also with Acrobat Pro on the same machine.
All seems to function as it should. No "flash" when I hover over the checkboxes. Or if I check or uncheck the boxes.
I'd test that with Adobe Reader as well.
I see from the Document Properties > Details that this was done on MacOS.
Perhaps an issue with the MacOS version of Acrobat?

Thank you @Laubender for checking. My coworker got it too but it is also a Mac. I'll try reader but that's helpful to know it's not happening on Windows.

I wonder, if the effect you described is normal behavior of Adobe Reader or Acrobat Pro if under Preferences > Forms> [ x ] Highlight Color is enabled. It's turned on by default, but I had it turned off with my tests.
Just looked that up and testing again. No.
The form fields are working without "flashing".
Even if Highlight Color is enabled.

@Laubender Thx for the tip. That actually made the flashing a lot worse. Now, it only does it on the checkboxes, not the written parts. I'm thinking maybe it's a Mac thing like you suggested if it goes away on your platform.
