Copy & pasting to layers

Is anybody else having problems with copy and pasting between layers since the new update? I cannot seem to copy something from one layer and 'paste in place' to another layer. I get all sorts of different error messages saying my layers are locked (of which none are!). If it does work I select the new layer to paste and it keeps pasting it on the layer I'm trying to copy it from.... Very frustrating
