I want to apply a paragraph style over a character style, without changing the character style.
In other words, I have a block of text, and interspersed in the text are phrases not in English (and therefore is in a different font, applied with a character style). I want to create a paragraph style that affects the spacing, but does not override the font specified in the character style.
Is there a good way to do this?

With all due respect, I think you might have this backward in terms of how Paragraph and Character Styles are intended to be used. Paragraph Styles are designed to format big blocks of text while Character Styles are designed to adjust the appearance of small pieces of text. Paragraph Styles also have far more formatting options available compared to Character Styles. I think you can achieve your aim by first applying Paragraph Styles to everything and then Character Styles to individual pieces

This is default behavior of character style. Is your paragraph style really override character style settings? I do not believe it.

This is default behavior of character style. Is your paragraph style really override character style settings? I do not believe it.
