Cross reference formating

As often, simplistically:

I've used a text frame anchored in the text and defined through an object style [including para style, auto-resizing (that allows the 2 lines! I've just simply use for that a "normal space" in the text-anchor name!) and anchoring.

To add a new cross-ref, just copy-paste such an empty text frame, place the cursor in it and insert the CR!

Using grep expression?

There is, can't give you the precise answer as I'm on my phone, but it involves combining sup- & super- scripts and 0 kerning tracking - moving letters over each other - or something like that. Someone even created a script for that - will try to find it.
