Ctrl + Shift + Z does not work in Adobe software while Autodesk Civil 3D is running

Question

While Autodesk Civil 3D is open in the background, InDesign and Photoshop (probably all Adobe software) does not register when I press ctrl + shift + z to Redo actions.

This has been a problem for years. I cant figure out which software is responsible for this, but the most important thing is to fix it.
