customize tools panel?

How do I customize the tools panel? I want to rearrange the order, as well as get rid of things I don't use. I've looked through all kinds of documentation, and can't figure out how to do it.

Whatever you're showing has nothing to do with InDesign.

You're not in InDesign. You appear to be in Adobe Acrobat or Adobe Reader (can't tell because of the language I don't read) with a PDF file open.

Disable the disastrous "new Acrobat". This screenshot is from Mac - but there should be a similar menu on Windows.
