customize tools panel?

How do I customize the tools panel? I want to rearrange the order, as well as get rid of things I don't use. I've looked through all kinds of documentation, and can't figure out how to do it.

Whatever you're showing has nothing to do with InDesign.

It looks like a different application (not recognizable to me).

You're not in InDesign. You appear to be in Adobe Acrobat or Adobe Reader (can't tell because of the language I don't read) with a PDF file open.

To be precise you're running Adobe Acrobat Reader. I just installed it on my computer:

Disable the disastrous "new Acrobat". This screenshot is from Mac - but there should be a similar menu on Windows.
