I've made a page where the title is composed of letters that are cut out of a black band showing an image beneath. The problem is that when I export the PDF from InDesign, it doesn't show the cut out. The band looks like a solid black rectangle. Any ideas how to export so that the PDF looks like the InDesign document? Files are attached to show problem.

Did you try File > Package? This will give you options on a .pdf as well. It might also tell you if there are any potential problems.

Can you post the PDF file somewhere so it can be examined? what does the Indesign document look like with the overprint preview on?

What are you viewing the PDF with? Your file looks perfectly fine to me.

Okay, I see the issue. I had opened your file in Acrobat and it was fine, as I said before, but I just opened it in Preview and the problem appears. So, this is what I see: Your text is live text, and I suspect the Transparency Effects/ Knockout you are using is not being honoured by 3rd party PDF viewers.
In any case, I suggest you take a different approach to make your mask:
Convert your text to Outlines, then select it and the background black rectangle and make it all a Compound Path. and place the result over your photo. This should create the look you want.
