Do Internal Cross-References in Footnotes Work in Reflowable EPUBs?

Can internal x-refs inside footnotes work in a reflowable epub? Currently, without any changes made in Sigil, they are going to the book cover.

Sorry, I should not have tagged this question with how-to. All other cross references are working just fine. I specifically need to know if reflowable epubs support cross references within footnotes.
