Documents won't Open if Application is running

The past couple days I have run into the problem in all CC apps where the document wont open if the application is already running. So like in InDesign or Acrobat, if I try and open a documenrt, it will literaly do nothing at all. I have the quite the program, then double click the document for it to open. Anybody else? Is there a fix for this? Everything is fully updated. I am on a M1 Mac Mini.
