Does InDesign CC have a scratch disk?
I have searched all over and can’t find this answer.
I know Photoshop and Illustrators does, but I don’t see one for InDesign.

Not one that's settable--it will use the startup disk if it needs temp disk space.

Here's what I wonder. I have 5tb of disk space available, and 64gb of ram. Every 20 minutes or so, I'll get a MacOS error message because InDesign is taking too much memory, but the error kicks in at around 400gb. If it topped out around 60gb, that'd make sense, because it's relying on system memory. But at 400gb, it has to be using SSD space, and if that's the case, why error out at 400? There's easily 4tb more available, why not take the space needed in excess of 400gb, or realize there's an issue sooner?

First, can you please post a screenshot of the error message? I personally have never seen this kind of message on macOS.
Also:
-What are your versions of InDesign and macOS?
-What do you mean by "the error kicks in at around 400gb"? 400 GB of what exactly?
In addition, please open Activity Monitor from Applications/Utilities folder and keep it open at all times.
When the error happens, take some screenshots of the memory tab where we can see memory and CPU values (you can sort by respective columns), as well as the memory pressure.
