Dotted line around text box

Hi,

I'm quite new to InDesign and have recently inherited a document for editing. One piece of text is in a box sitting on the margin guide and is outlined with a black dotted border (image attached). Unfortunately, I can't select or edit this text. Any ideas how I can get to it?

Sounds like it's on a master page.
