Not likely. If Adobe won't help you, you are out of luck. LIke most CC subscribers, there were never offline installers anyway as the upgrades are supplied and installed by the CC App, and that definitely applies to C2021 versions. So unless someone has kept offline TRIAL installers for both ID and InCopy CC2021 in both platforms from when they might have been available (again, unlikely, and certainly not now), your only recourse is to go back to Adobe and try again.

There has been anecdotals reports that applying for aA Creative Cloud For Teams account may make some older versions available for download, but these rpeorts are already a couple of years old so may not be valid anymore.

the oldest version you can install from Adobe Creative Cloud is 18.0 (using the elipsis ... at the end of the row for InDesign.)

My concern would be that Adobe is turning off old server that checks the serial numbers. So even if you found a copy (download of physical CD), you would not be able to activate it. Be careful with online scammers that sell old software online. They are often infected and usually illegal.

Can you describe why you need that specific version?
