You can create complex email using HTML and CSS, yes. InDesign can export to HTML, but I suspect it would be a poor choice to create anything like finished HTML for the purpose; any export would have to be revised and modified at the code level to work in the way it's desired.
Writing HTML email gets frustrating beyond some very simple layout and content. Browsers, in general, have gotten much more consistent and reliable at displaying pages, but email clients vary widely and any five might show five noticeably different results, or four different results and one broken mess.
Doing email design is a very narrow specialty with endless unique rules and requirements. You can use the same tools — especially Dreamweaver — that you do for general web/HTML design, but have to follow tight restrictions and do way too much "jerry rigging" to get anything like a consistent result out there in recipient-land.
(I did a simple, simple "CEO's Newsletter" every week for a while, using Word to construct it and then pasting over and touching it up in Outlook. Most users who used other clients had problems with every single issue... and I have a very, very high level of mastery of HTML/CSS design.)
And then you have the problem of sending. These days sending even a dozen BCC emails to opted-in recipients can trigger spam and fraud warnings from your host or nearest backbone server. The only reliable way to send a lot of email is to use one of the services (iContact, MailChimp, etc.), adhere closely to their rules and guidelines, and put up with their tinker-toy mail composition tools.
