Can epub fixed layout have clickable Toc Within the book, If yes how?

First make sure, that your ID file has a working ToC (https://helpx.adobe.com/lu_en/indesign/using/creating-table-contents.html)
Then, export to EPUB format. In the options make sure, the ToC is exported/integrated as well.
