Error 21 unable to connect to server retry later

I have been getting this all day when trying to Publish an InDesign doc online. I am connected to the Net. What am I doing wrong?

Make sure you're signed into your Adobe ID in the CC desktop app (menu bar on Mac, task bar in Windows). Click the "gear" icon > Preferences > General > Sign Out, then sign in again.

That made no difference still get same error message and BTW I was already logged in, I always.

I'm having no problem today (Apr 9) in North America.

Have you previously been able to publish? If no, you may have a firewall/proxy issue. If yes, where are you located (e.g., Europe, Asia, etc), we could find out if others have had this problem.
