Essentially no difference between Preview on CPU and Preview on GPU

I'm running a Radeon Pulse RX 580 8 GB with a Samesong 4K monitor and InDesign 15.x shows almost no difference with Preview on GPU/CPU when scrolling via the grabberhand or general editing and creation.
