export linked vectors as jpeg in a PDF

I have a file with many large, linked vector images in it. I want to export the entire file as an interactive PDF, but somehow have the linked images be rasterized to reduce the overall file size. 

Is there a way to do this that doesn't involve rasterizing all the originals of the linked files?

It depends on what program you used to make the vectors. If it is Illustrator you could add an effect to the entire layer that rasterizes it to a specific resolution. The graphics remain as vectors but the graphi will be rasterized within the InDesign file. You can hide or show the effect in the Appearance panel

Click this circle to target the layer. 

Add a rasterization effect with Effect > Rasterize

The entire layer will appear rasterized, You can use the Appearance panel to hide or show the effect or double-click on it to change the resolution.
