Think i have the same problem,
I create a new page > I then go to swatches select my colour > then drag a rectangle over my entire page.
A Dark Grey
But when i file > export as pdf, the backround is still white!
I've tried adding new layers, going to pages > selecting C-Parent
Right clicking > send to back, etc
still no joy?
Maybe it's an export setting i'm not doing?

- Did you use transparency or a different blending mode than normal?
- How does the overprint preview look?
- What attributes did you apply?
- In the layer panel: Is the name of the layer italic?
