Fit Content to Frame doesn't work

Hi, 

New to Indesign, not a designer at all, but I'm trying to edit some templates so I can merge data from another source including some image files.  I can't seem to set the Fit Content to Frame to work as a default setting.  Do not have Content-Aware Fit switched on.  I have applied 'Fit Content to Frame' to the 4 image files on my template, but when I merge the data the sides of the images are missing.  However, I can edit the output files to Fit Content to Frame after the data merge, but that means manually doing this 4 times per output page.  I can't figure out how to fix.

 

Using InDeigns 14.0.3 & 15.0.1 for Windows - same results

 

Can anyone help?

And because you mentioned InDesign CC 2019 and 2020, there is a new option with datamerge compared to previous versions: https://helpx.adobe.com/indesign/using/whats-new/2020.html#data_merge

 

This release brings the following enhancements in the Data Merge panel:

A new frame fitting option, Use Existing is added. Select this option to retain the individual frame fitting for image frames when performing data merge operation on them.

I have applied 'Fit Content to Frame' to the 4 image files on my template

You will need to select the 4 empty frames in the template, and assign the default for each through Object > Fitting > Frame Fitting Options. Better yet, create an object style for the four frames with the same setting, and assign it to the empty frames. Test to confirm, then proceed to the data merge.
