Frame edges appearing as dots

I'm working on this old indesign doc that I did not make, that was made in an older version of indesign CS6 I think (I'm on the latest version of CC2017) and frame edges are appearing as dots and I have no idea why, they only appear solid when you zoom in 3200% plus, nothing is grouped.

Frames created on the master page will have the dotted line instead of the solid line.
