Powerpoint can export as png/gif/MP4. So can I make an "animation" in Powerpoint, place it into an ePub in Design, then output it all to HTML5 using Ajar's In5?
MP4 would be practical option, but that's just a movie.
You might want to check out Adobe Presenter. It's a PowerPoint plug in that allows HTML export, among other things.

You can output your Powerpoint presentation as a MP4 video, then Place it in your InDesign document, where you might add text and other items, and then use InDesign's Publish Online facility to produce a hyperlink so you can distribute the document with the video.
