Colin wrote a good tutorial here: https://indesignsecrets.com/data-merge-qr-codes-explained.php

It does explain Qrcodes by data merge but not especially business card.

Still if you combine the tutorial above with this one you will achieve your goal:

ideally I need to get to a place where the client fills in the excel csv under the various columns for name, address, contact info, etc, and it auto generates the correct info to generate a QR card in Indesign. Not sure if that will be doable or not

That's doable, I think, but it will need a filter or processing step in between the user-entered data and the actual merge.

The user should enter only the actual data; that process should make sure the data is properly "wrapped" to create the code fields and a valid QR code.

This is all the same process. You are using an automated approach that skims over the steps. Without unpacking this process to find where the flaws are occurring, it's going to be a slow path to success, and may not be stable.  (That is, updates to your CSV might make the problem reoccur. You have to learn the cause, not just a lucky one time fix. )

Do a data merge from your CSV to a single string per record, so that you/we can see how the data is being imported and assembled. Until that string is perfect, ID won't produce a working QR code.
