Guides Won't Adhere to certain pages

I have a 40 page document. The guides that are in the master will not show up on three pages. Any other object I put on the master will show up.

I have tried:

• Making a second master and applying that
• Putting the guides on a new layer in the master
• Overriding the master on a page where they did work, copying them and pasting them into the pages that don't
• Overriding the problem pages and then reapplying both masters
• restarting, and rebooting.

In all cases, the guides will not show up. My margin lines are there, though. When I paste, the toolbar changes to the guide bar as if they are there.
