Hand tool stuck on InDesign?

Occationally I can only use the hand tool in InDesign (has happened in Illustrator as well) using Mac Os X Mojave (10.14)
The only solution that has helped is to uninstall InDesign, reboot and then install it again.
Is there any fix coming up for this? It's very frustrating working with deadlines and hassle like this..

    Thanks for reaching out. In addition to the questions asked by Uwe, could you please confirm if you have any spell-check utilities like Global Auto-correct installed on your system? If yes, try uninstalling that and let us know if that helps.

    what's your exact version of InDesign?

    Hold down the Cmd key and envoke menu About InDesign to see the exact version.

    Maybe trashing preferences would help as well, but I'm not sure about that.

    Are you running InDesign with web browsers open?
    Maybe a browser plugin is enforcing the issue?
