How best to manage repeated footnote numbers in 508 compliant Indesign file

When creating a 508 compliant file utilizing Indesign, what is the most efficient method to create footnotes for a brochure when the same footnote number might recur multiple times?

Sorry for the confusion. I meant endnotes that would go on the back cover. Example would be that a paragraph on page one uses a number "1" endnote and then a paragraph on page three uses the same number "1" endnote.

If I use the "document endnote options" setup in Indesign it only allows me to use a number one time. If I manually change the number in the paragraph it doesn't seem to link back to the endnotes on the back cover. 

See the attached example. Page 1 and page 2 both have endnote number "1".

I'm a bit lost in the twists, here. If this is for export to PDF, it can be assumed that no more than one page (or spread) is displayed at any one time, and it is fairly easy to limit the number of footnotes on each page or spread, avoiding any duplication.

 

Unless the number of footnotes is large (and I have trouble believing a "brochure" would have many), simple per-page numbering should meet all requirements.

 

If that doesn't help, you might want to explain the project parameters more completely.

The project I'm working on is about 12 pages including covers. We typically have all endnotes on the back covers.
