Specifically, can InDesign work just fine with a 220-250ish pages file (5x7 inches page size format) for a booklet with certainly some pictures and graphic elements in it, without getting slow, bogging down or unable to run properly?

That shouldn't be a problem if you have plenty of RAM and lots of spare hard disk capacity.

Remember to do Save As with a new name - at least daily - as Save alone keeps all the Undo history that bloats the size of the INDD file and slows it down.

Another important issue is that you do not embed any images, link them externally.
From time to time you should save a file as IDML and open that and save as new INDD to work on with this file to get rid from unneeded data.
