This is the setup 2 text frames inside the main one. This is only a rough exmaples, but i cant figure out how to make it extent to the next page when there is a lot of thext. Currently i nee to naunualy adjust it and then it just goes over the page.

Two columns or two text frames side by side.

Paragraph style for the heading and one for the bullets.

You can go that route if you'd like but I would create two text frames side by side.
