How can I have two projects in InDesign open at the same time?

You can certainly have two files open at the same time. Each file would be linked to a different set of graphics, and use different fonts and layout—if that's what you mean.

You can have as many documents open as you like. So what do you mean by ‘projects’? Maybe you want them placed next to each other to see both?
In short: your question is a bit unclear, we need some more info on what you exactly want.

I couldn't figure out how to "toggle" back and forth between two documents. I would like to copy and paste from one to the other. But I saw them both when i closed the program.

You can select your windows in the Windows menu. They show at the bottom of the list.
You can also tile your document windows which is handy for copying from one to the other. Look at the screen capture. Choose the Arrange Documents menu at the very top of your screen on the Application Bar. Choose the 2-Up option.

I like to use the keyboard shortcut cmd + ~ or ctrl + ~ (That's command/ctrl and the tide key), to cycle between open documents.

Yes. Yesterday I thought I had two documents in InDesign open, but I couldn't figure out how to toggle between them (for some copying and pasting). But then when I closed down the program, I saw them both flash before "leaving."
