Normally holding down CMD+Opt+Ctrl+Shift when launching works but since the update that doesn't seem to be the case anymore. I've recently upgraded to MacOS Sierra.

Same as before, but it's always been a timing issue. Press down the keys as soon as you start InDesign. From my double-check on 2017, just now on my Mac:
There's an alternative technique though, in this post:
Troubleshooting 101: Replace, or "trash" your InDesign preferences

I've found it easier, with InDesign in the Mac Dock to press all four keys and then click the ID icon in the dock.
This brings up a contextual menu that has "Open" under Options.
No mad dash to cram my fingers on the right keys.
I don't know if there's an equivalent for the Task Bar in Windows.

After restarting holding down those keys still didn't prompt to delete the prefs in Adobe InDesign CC 2017. I'll try reinstalling it but I am stumped. Oh and this is the same with Adobe Photoshop CC 2017.

No, not "after restarting" — the order makes a difference!
On a Mac, it's what Sandee said:
Quit InDesign
Hold down Cmd Ctr Shift Opt and don't release
Then Launch InDesign
You will get this alert. If you don't, follow the steps again.

And, Darrella, before you uninstall/reinstall, try the manual deletion of the prefs file from the article I posted. It takes less time:
