How do I edit a picture on either photoshop or InDesign?

Okay here is the deal, I'm trying to make some fun things for my brother's birthday and the idea was to make him look a little more "jacked" for lack of a better term because he's so little in his uniform. Kind of like you can make your text an object in InDesign to edit letters and everything, can i do that with part of a picture?

If you want to edit the photo itself, you need to do that with Photoshop. InDesign does not do photo editing.
