How do I layout the back cover of horizontal folded 11x17 paper/brochure?

First time "designer"
I am creating a 11x17 horizontally folded photo brochure from one piece of paper.
SETUP - I've created a document 11" wide x 17" height, 2 pages, non-facing, portrait
PAGES - So I'm designing two "pages" (front and back side of paper). When you open up the brochure the inside pages (2 & 3) are easy to layout. The front page (1) is easy also as it is the bottom half of the first "page". The top half of that "page" is the back cover of the brochure, but it needs to be upside down compared to the front cover. Do I design it all right side up and then somehow flip it all just before printing? How is this done? I've tried rotating the objects but they seem to just rotate away off the page (as if they are rotating about the upper left corner of the frame instead of the center of the frame), flip off the page (as if they are flipping around the top of the frame instead of the center of the frame, or gives me an error message about objects off the pasteboard.

    Hi,

    The easiest way to rotate your content once you're happy with it is to use the selection tool (black arrow) to select it, then hover your cursor near one of the corners. You'll see that the cursor changes to a part-circle arrow. Start dragging to rotate then hold down shift and your rotation will be constrained to 45 degree angles. Drop when you're done.

    So this is a four page 11” x 8.5” brochure:

    - is it portrait or landscape ?

    - are you printing it on your own desk-top printer or sending it to a commercial printer?

    - do any of the contents (eg images) bleed and, if so, have you added bleed to the layout?

    - do you understand it’s normal to create a PDF from your InDesign document to supply to your printer?

    Yes, from a single 11" x17" sheet of paper.

    - is it portrait or landscape ?

    Yes? I've set orientation to portrait given it's a vertical document– 11" (width) x 17" (height). However, when you are looking at single page the viewer sees the elements as horizontal or landscape. (hope that answers your question)

    - are you printing it on your own desk-top printer or sending it to a commercial printer?

    Desktop

    - do any of the contents (eg images) bleed and, if so, have you added bleed to the layout?

    No bleeds

    - do you understand it’s normal to create a PDF from your InDesign document to supply to your printer?

    Yes. I normally finish as a PDF and print from another computer using that pdf file.
