I'm in the process of writing the first draft of a how-two instructional manual for some software.
I'm writing the manual directly in InDesign CS4, and making screen shots as I progress. I format the screenshot in Photoshop and export it as a JPG.
In InDesign, I double-click in the text box where I want to insert the image, go to File > Place, get the image, and press Open.
Usually InDesign inserts the image at the blinking cursor within the text box, but sometimes what happens is that no image appears inserted and everything after that disappears. I get several blank text boxes, and must Control-Z to get back to where I started.
Now, I can place the image outside of the text box and then manually move it over the text where I want it to go, however when I export the file to HTML then I need to manually relocate it to the proper area in Dreamweaver (when the image is placed inside the text box at the blinking cursor, the HTML file shows the image in the proper location).
I have been able to insert the file inline with the text at a new Paragraph mark, but sometimes InDesign doesn't let me do that. Sometimes it does, sometimes it doesn't.
I don't know what I'm doing to prevent it from placing at the paragraph mark with the blinking cursor (which is where I want it to appear).

Steps:
I double-click inside the text box
I place the image
everything goes away
I scroll down a few pages, then return to the starting point
I scroll up a page or so, double click inside the text box, press return a few times, and the previous image I placed in this way is automatically pushed to the next page.
I return to the original starting point, try it again, and it doesn't work.
I've done it before, but now it's not working. I don't know what happened that prevents it from placing inline at the cursor.

It sounds to me like the image is too wide for the frame. You can place it on the pasteboard, scale to size, then cut to the clipboard and paste into the text flow.

Apparently what I'm trying to do is anchor an image placed inline with the text (described here http://help.adobe.com/en_US/InDesign/6.0/WSa285fff53dea4f8617383751001ea8cb3f-6c43a.html ). But for some reason it's not working.

It sounds to me like the image is too wide for the frame. You can place it on the pasteboard, scale to size, then cut to the clipboard and paste into the text flow.
