How to create a custom asset via a plug-in?

I want to create a plug-in in which there is a button which opens the paragraph styles and character style assets and makes changes on the text that I entered through the plug-in.

I want this to open through my plug-in.

Is this possible? How can I code this?

If this feature already exists in InDesign, then what is it called?

I am not able to properly understand what you want. If it's just about applying the paragraph/character styles to your text then why don't you use the paragraph/character styles panels directly. I think you need to provide more details on this so that we can provide more ideas.
