I would like to know how to create this kind of grid text frame in InDesign.

Tables. Create that first line, then duplicate the whole table twice, then add rows to the third table. (You could also do it as one table by overriding the two narrow separator rows.)
Table Styles and Cell Styles are your friends here. Don't do everything manually/with spot formatting.

Hi @James Gifford—NitroPress ,
tables? I'm not sure at all. Looks a bit like a layout grid for e.g. Japanese typesetting as described here:
