If you are trying to OPEN a graphic to be used in InDesign, you can't.  To use the graphic, you choose File > Place and select the graphic. Click the placement cursor to place it on your InDesign page.

Open it? Is it an InDesign file?

A common problem is the file is still zipped. Turn on your Finder/Desktop extensions so you can see what type of file it is at a glance. If it's still a zip file, right-click on it and expand it.
