How to Manage Independent Text Wrap on Separate Layers in Adobe InDesign

Somehow, changes have occurred in the latest versions as to how text wrap affects objects on separate layers.

I used to be able to create a photo collage on a bottom layer, and then create a top layer with text wrapping around graphics only on that layer. Now it seems that text wraps around everything from top to bottom. 

I understand that I can "ignore text wrap" for specific text objects, but that doesn't solve my problem.

I appreciate any suggestions. Thanks.

Justify text next to wrap objects

Text Wrap Only Affects Text Beneath

 

Text stacked above the wrapped object isn’t affected by the text wrap. Stacking order is determined by layer position in the Layers panel and by the stacking order of objects on a layer.

That corrected it! Now I can place a photo with 15% transparency on a lower layer, and the graphics/wrapped text on the upper layer is not affected.
