Use more than one master.

Just drag the Master with [none] on top of those pages you don't want a label on, or create an A master with (say) a folio and other repeating content, and no label and a B Master with the (say) a folio and other repeating content and the label, and drag the appropriate master pages on top of those pages you want with or without the label.

You can also use the fly-out menu to select Apply Master to Pages... where you can specify the range of pages.

Select all pages and Unlock elements of master pages.

+1 make more than one master page

Hi danezeq:

  1. Do you want to be able to edit the label on all the pages it is used on at the same time? If so, create a custom master page as described above and assign it to the body pages that need the label.
  2. Do want to be able to change the label on individual pages? Add it the master, navigate to a body page and Ctrl Sh click the label to copy it to the current page and edit the contents. Repeat on the other body pages.

I want this label to be editable. so i prefer a "paste into multiple pages" option. is it something indesign offer?

No, but you can use Edit > Paste in Place on each body page. Not a good idea. I'd recommend the options I mentioned above over this

Yes, perfectly possible with an ‘Add on’ you can find on Adobe’ own page here:

MultiPaste

Do you want the label to be different on each page or only some pages? Either way the option I recommend is to place the label on the master page. For any page you want to remove or change the label hold Command-Shift (Mac) or Control-Shift (Windows) and click on the label. This will move it to the page where it can be edited, moved, or deleted. This will only affect the current page, not the master page.
