How to rearrange pages in InDesign?

Thanks for reaching out. As per your query, you want the new page to go down and adjust with the next spread. As mentioned by Pawel, you can rearrange them from the Pages Panel. To Prevent this from happening again make sure that "Allow Document Pages To Shuffle" is checked.
