How to relink to another image that is already in the design

How do you swap links between two images that are already in a document?

If I click on Relink, it takes me to Windows Explorer where I then have to select the image to replace the old one with.

But if that image is already on another page, why can't I link to it from the Links panel? Why can't I drag it to the frame from there?

You can use the content tools.

You can Copy and Paste Into - but it won't be relinking.
