I want to turn off or change the keyboard shortcuts for this menu as they share the same shortcut key as tools and it's really irritating.

Are you on Windows? You need to hold the Alt key to access the dropdown menus, ie, Alt+ V to open the View menu. But just V to choose the Select tool.
Perhaps you can change the operating system shortcuts, I don't know. You can modify the InDesign tool shortcuts in Edit > Keyboard shortcuts > Product area: Tools.

To better explain what's happening is I use alt to scroll zoom in InDesign and even if I take my finger off the alt key and press V it still opens the View menu at the top because the "zoom out" tool is still in use. I hope that makes sense. It's just a minor annoyance but one I didn't have when working on a Mac. I'm just doing some work on a PC right now and noticed this issue. I'll look into changing system keyboard shortcuts if it becomes too annoying. Thanks.

Ah. It does make sense now—it didn't initially. I work on Macs so it's a non-issue. Hopefully you'll be back on your Mac soon.
In the meantime, perhaps pressing Esc—which is the other shortcut for the Selection tool—will be helpful?
