How to set 'go to page' in a sentence or paragraph

I'm working on a report, and creating a menu bar (text only) on the top. When the user clicks the menu, it can jump to its page or chapter. However, setting buttons on indesign doesn't work when I save it to PDF format. I won't public online or save it to EPUB format.

Instead of using a button, you could just set a hyperlink.

I'd tried setting a hyperlink on the menu, and nothing happened at the first time. Then I tried buttons and other ways to set 'go to page', however, all settings are not able to save to PDF format. Now it's simple!
