images cannot be sent back or to front

Hello everyone, every time I insert an image into in design, I am unable to bring it back or front or to send it forwards or backwards. Regardless of the image type, and whether I drag it in, or insert it into a frame, I am unable to edit it in that regard. I have uninstalled and installed in design again and it's still not working. Kindly, please advise

You probably checked this, but do you have extra layers in your document and you are working on the top most layer?

I’m just trying to show the page number that I have added to the master. And I’m unable to show it. And I’ve made sure that the correct master page has been allocated.

Thank you, but I am still facing difficulties. I made sure to make the text boxes in the parent masters on the front despite that they are still at the back.
