An image of the file is not so useful. What is its file type?

When selecting a file to place, InDesign is smart enough to only enable file types that it recognizes. Can you select the file in the Place dialog? If not, you will need to use Numbers and export your file to a format that InDesign can read.

You need to export the Numbers file to an Excel format

There's no guarantee that will work, unfortunately. The file may still need to be opened in Excel and resaved for it to work with InDesign.

Or if you just want the graph as a picture, not for editing, export as PDF from Numbers, and use Place in InDesign.
