Importint PDF Comments

I get this error:

"The PDF you are trying to import is created from another Indesign document. Select the correct PDF to continue."

I tried stripping the comments out and adding them back in but still the same error.

Was the PDF from a previous version of the layout?

As a test, try exporting a PDF from the layout in question (in a different folder so you don't replace the old PDF) and then add back in the comments. See if that imports.
